Make sure to contact your Social Worker - If you are interested in creating a local chapter, that probably means that there are other youth that are as well. Let your social worker know about your interests and I am sure that (s)he will gladly put you in contact with other interested youth. Advocating at the local level is the best place to start. If you are frustrated about the rules created for foster youths, don't whine about the problem, BE A PART OF A SOLUTION and start a local chapter. Learn who to speak to and express your ideas.
